To unlock the characters, you need to have beaten the main story:

Gen-An: Complete the main story
Himiko: Talk to her in Kamairi Village
Hinagiku: Talk to her in Mugen City
Ichika: Unlock the No Item dungeon then talk to her in Surei Town
Suzuri: Talk to her in Kamairi Village
