This was discovered whilst we were messing about at the title screen, and we noticed the capsule % going up. Go into the skill shop, and as you leave Bulma usually says something like "Come again" or whatever. When she says this, hammer the R1/R2/L1/L2 buttons at the same time repeatadly. keep doing it and you'll notice you'll be getting a higher percentage. Now, go to the skill list and marvel as EVERY SINGLE BREAKTHROUGH CAPSULE, including fusions, is unlocked!! (this code has been tested only on the PAL version)
