Raise your commerce stat to 10 (put all of your points toward it). Next, go to a tavern and find an officer that you can hire. Ask him how much he wants to work for you. He will respond with a price. Reply "Isn't that a bit too much?" and he'll respond "I guess you're right". He'll then lower his price. After, reply "Nah, still too much" and then the dialog box will close. Talk to him again and he will offer whatever the price was when the dialog box closed. Keep repeating this until he offers a negative price (he will pay you to work for you) and you will be able to get as much money as you want.
