At the options screen, press and hold R2, then press Up, Up, Down, Down, Left, Right, Left, Right, X, B, X, B.

All courses - Passport
All characters - AllChar
All wetsuits - LaPinata
Max performance meter - PMeterGo
Hard tracks w. normal AI - Hobble
Cannot get knocked off - TopBird
Expert AI - AllOutAI
All FMVs - Festival
UFO Time Trials - IBelieve
F-18 Time Trials - F18 Ghost
Time Trials (default) - SEADOO

Hints

NOTE: As their name suggests hints are not exactly Splashdown cheats, and are usually just simple (but very useful) tips on how you can unlock secret level, features, find hidden areas and such. Hopefully these will make playing Splashdown even more entertaining.

Ending bonus
Successfully complete the game on the hard difficulty setting to unlock Steve as a playable character and the Bermuda Triangle level.

Hidden track
Collect 100 balloons in countdown mode.
